How each country is on track to meet its obligations under the Paris Agreement can be constantly monitored online (via the Climate Action Tracker  and the climate clock). These rules of transparency and accountability are similar to those set out in other international agreements. Although the system does not include financial sanctions, the requirements are intended to easily monitor the progress of individual nations and promote a sense of overall group pressure, discouraging any towing of feet among countries that might consider it. On August 4, 2017, the Trump administration officially announced to the United Nations that the United States intends to withdraw from the Paris Agreement as soon as it is legally entitled to it.  The formal declaration of resignation could not be submitted until after the agreement for the United States came into force on November 4, 2019 for a three-year date.   On November 4, 2019, the U.S. government filed the withdrawal notice with the Secretary-General of the United Nations, custodian of the agreement, and formally withdrew from the Paris Agreement a year later, when the withdrawal came into effect.  After the November 2020 elections, President-elect Joe Biden promised to reinstate the United States in the Paris Agreement for his first day in office and renew the U.S. commitment to climate change mitigation.   The agreement recognizes the role of non-partisan stakeholders in the fight against climate change, including cities, other sub-national authorities, civil society, the private sector and others. The aim of the agreement is to reduce global warming as described in Article 2 in order to reduce the implementation of the UNFCCC by by providing for a reduction in greenhouse gas emissions of at least 40% by 2030 compared to 1990 under the broader climate and energy framework by 2030. All the main EU legislation to achieve this goal has been adopted by the end of 2018.
On 8 December 2012, at the end of the 2012 UN Climate Change Conference, an agreement was reached to extend the protocol until 2020 and set a date for 2015 for the development of a new document to be implemented from 2020 (see more information under the direction of e. Mail).  The outcome of the Doha negotiations received mixed reactions, with small island states critical of the package as a whole. The second Kyoto commitment period applies to about 11% of global greenhouse gas emissions per year. Other conference outcomes are a timetable for a comprehensive agreement that is expected to be adopted by 2015 and will encompass all countries.  At the Doha meeting of the parties to the UNFCCC on 8 December 2012, the European Union`s chief climate negotiator, Artur Runge-Metzger, pledged to extend the binding treaty for the 27 European Member States until 2020 until 2020 until 2020.
